City of Toronto - Fossil fuel divestment project

The City of Toronto’s Environment & Energy Division wanted to know how other major cities around the world have responded to the fossil fuel divestment movement.

The City had just received new powers from the provincial government to expand the range of its investments, and the newly created Investment Board needed to produce a policy framework containing ESG (environmental, social, and governance) criteria for screening possible investments.

Working with a partner, I analyzed the actions of eight municipal governments (from New York to Sydney to London) and offered recommendations to city staff to help shape the new investment policy. This project included desktop research, interviews with policymakers, and a final report and presentation to city staff.
